Flags are permissions in game that grant you access to specific features, they include things such as PET Flags (Physgun and Tool Gun access), as well as things such as C Flags, which grant you the ability to spawn cars using the Q-Menu. Only members of Upper Administration can issue restrictions on flags. In order to re-gain access to your flags, you must submit an appeal.
