If you witness another player breaking the rules and there isn't a staff member online to deal with your report, then you can submit a report here on the forums for the player to be dealt with. All reports will be reviewed by a member of Upper Administration+ but only reports that result in a bannable offence can be dealt with here as we cannot issue warnings without the player physically present. 

All claims MUST be supported by evidence, as a decision cannot be made without it.
